Regulation 78 - Product Filing Requirements

Effective July 1, 2007, the Louisiana Department of Insurance will begin using its new Complaint, Rate and Form Tracking (CRAFT) system. This new electronic filing system, specialized for Louisiana, will allow companies to receive and respond to consumer complaints, and to submit rate, rule, and policy form filings. The Department's goals are to become paperless, have one comprehensive system for all filing types, and provide "speed to market".

Beginning July 2, 2007, insurers will be able to access the CRAFT system via the department's Industry Access portal. Within the CRAFT module of Industry Access, insurers will be able to perform the following actions:

  • Complaints - Receive and respond to complaints, electronically submit related documents, check the status of outstanding complaints, verify the response dates, view details of outstanding complaints, and print complaint summaries.
  • Rating - Submit new rate and rule filings, electronically attach all required supporting documentation, update existing rate filing requests, check the status of outstanding filings, view details of outstanding filings, and print filing summaries.
  • Policy Forms - Submit new form filings, electronically attach all required supporting documentation, check the status of outstanding filings, view details of outstanding filings, and print filing summaries.
  • The CRAFT system is only available through use of the Department's Industry Access portal. To obtain an Industry Access User ID and password, please contact your company's Industry Access Account Administrator. For best results Internet Explorer version 7 (IE7) is recommended.

    If you already have an Industry Access user ID and password you may access the CRAFT system by going to http://industryaccess.ldi.state.la.us/IndustryAccess/ and entering the required information in the provided fields after July 2, 2007.

    In preparation for the CRAFT system every licensed or approved insurer must do the following;

    1) Confirm that the proper contact information has been supplied to this Department using the Industry Access System.

    2) Make certain that each person who will be dealing with electronic rate and form and consumer complaint files has an Industry Access ID assigned to them with which they may access the appropriate Industry Access modules.

    Please note that being a contact and having a user ID are not the same thing. A person who is listed as a contact will receive certain types of information from this Department. Below is a general list of the contact types and what each person can be expected to receive. You do not have to assign a user ID to a contact person and you do not have to name a person with a user ID as a contact.
